THE JURY
The jury of the Tribunal is chaired by Prof. Norman Paech (emeritus professor of political science).

Prof. Norman Peach was Professor of Political Science at the University of Hamburg from 1975-1982 and Professor of Public Law at the Hochschule für Wirtschaft und Politik in Hamburg from 1982-2003. He is a member of the "Association of Democratic Lawyers" (VDJ), the "Vietnam-BRD Friendship Society", the Scientific Advisory Board of the "International Association of Lawyers against Nuclear Armement" (IALANA) and "International Physicians for the Prevention of Nuclear War" (IPPNW), Attac and the Auschwitz Committee. From 2005 to 2009, he was a member of the German Bundestag and foreign policy spokesperson for the parliamentary group DIE LINKE.
Dr.med. Gisela Penteker, medical doctor in Lower Saxony since 1982, member of the board of the Network for Traumatised Refugees in Lower Saxony, has been active in the peace movement for decades and as the Turkey representative of the German Section of the IPPNW. In this context, she has long taken part in delegation trips to Kurdish areas of Turkey, to northern Syria/Rojava and to northern Iraq. In the field of refugee work, she deals with the law on foreigners and asylum and flight, as well as migration and health. Publications include: Traumatisation of Refugees - Possibilities of Recognition and Significance for the Asylum Procedure (2002) / Refugees have no Choice - 4 Years of Red-Green Refugee Policy / Health Care for Kurdish Refugees in Turkey.
Nelly Cárcamo Vargas is President of the Association of Former Political Prisoners of the Pinochet Regime UNExPP. In Chile under Pinochet, she was kidnapped in 1975, arrested, tortured and then sentenced to 12 years in prison, without due process, outside any legality and without evidence. After 2 years, she was deported under pressure from international organisations and lived in exile in West Germany for 15 years, where she worked as a nurse and campaigned against Pinochet's dictatorship. She returned to Chile in 1990. There she became the chairperson of UNExPP and campaigns for the rights and compensation of political prisoners.
Christina Escobar is a journalist with a focus on international issues. She has covered the major milestones in the re-establishment of relations between Cuba and the US and was the lead journalist for the live broadcast of Pope Francis' trip to Cuba.
She is the anchor and commentator of the news programme Noticiero de la Televisión Cubana on Cuban television and has an English-language talk show on the Latin American channel Tele SUR.

Prof. Issa N'Diaye - Philosophy professor, author and former Minister of Education and Culture of Mali. He was imprisoned during the military dictatorship for founding and participating in the Adema democracy movement and then became Minister of Education and Culture in the first democratic government after the dictatorship in 1991. He left this position because of the continuing corruption in the new government.
Since then, he has taught as a professor at the university and is active in the civil society organisation for self-determined development in Mali and Africa "Forum Civique". Issa N'Diaye has published a large number of articles in books and journals.
Ulrich Tilgner is a journalist and author. He first worked for the Süddeutscher Rundfunk and the dpa regional office Southwest before working as a correspondent in Iran for ARD, dpa and several daily newspapers. Since 1982 he has reported on the Middle East for ZDF. He reported on the Kuwait War (1991) and the Iraq War from Badgad (2003). He was ZDF special correspondent for the Middle East and head of the ZDF bureau in Tehran (2002-2008). From 2008 to 2014, he was a correspondent for Swiss television. He has published several books, films and television documentaries.
EXPERTS AND ANALISTS
Jürgen Grässlin is the author of numerous non-fiction books on arms exports and military and economic policy, including international bestsellers. Most recently, he wrote the "Schwarzbuch Waffenhandel" (Black Book on Arms Trade). He is spokesperson for the campaign "Aktion Aufschrei - Stoppt den Waffenhandel!" (Campaign Outcry - Stop the Arms Trade!), national spokesperson for the German Peace Society - United Opponents of War (DFG-VK), spokesperson for the Critical Shareholders Daimler (KAD) and chairman of the Arms Information Bureau (RIB e.V.). Grässlin has been awarded several prizes for peace and civil courage, including the Aachen Peace Prize (2011). In 2016, he was awarded the Grimme Prize and the Stuttgart Peace Prize.
